Richard Liptak, PE

Richard Liptak, PE
President

Mr. Liptak has been with Dokken Engineering since its inception in 1986. He has overall responsibility for all company operations, yet remains current with the industry by serving as Project Manager for a select number of projects. Staff development and quality control are main areas of emphasis.

Elizabeth Diamond, PE

Elizabeth Diamond, PE
Director of Engineering

Ms. Diamond has over 30 years of municipal and regional public works experience, with a strong emphasis in the development, design and delivery of capital improvement projects. She has extensive public agency experience. In addition to her company management responsiblities, Ms. Diamond manages a variety of public agency projects throughout California.

John Klemunes, PE

John Klemunes, PE
San Diego Regional Manager

Mr. John Klemunes brings over 25 years of experience working on a wide variety of bridge, highway and roadway projects in all project development phases, from planning to final design. Mr. Klemunes has extensive Caltrans project experience and a proven track record in delivering projects for local agencies which involve Caltrans oversight. With over ten years of experience working for the Federal Highway Administration, Mr. Klemunes understands the administrative requirements when working on Federally funded projects.

Namat Hosseinion

Namat Hosseinion
Environmental Planning Manager

Mr. Hosseinion leads Dokken Engineering's environmental planning group. He has more than 10 years experience in the management of environmental resources, with specialized expertise in wetland ecology, permit regulations and coordination, pre-historic archaeology, and the environmental laws of California. He has held various positions of responsibility for the oversight of federally funded projects through the Caltrans Local Assistance program.
